Volume I of this report has a five-part structure. The first section, Introduction, explains the context of the study. It establishes the motivation for producing the Master Planning Study, describes the methodology employed, and the goals
to be addressed by the study.
The second section, Fundamentals, contributes a myriad of
background information, helping to create a comprehensive
understanding of the needs of the library and the
community.
The third section, Needs Identification, sorts out the broad
goals and objectives of the Master Plan, explaining how
understandings were developed.
The fourth section, Design Concepts, broadly outlines
design proposals that will achieve the goals and objectives
of the revitalization project. Note that the proposals are in a
preliminary form and will need to be further developed and
defined in ongoing planning and design phases.
The last section, Conclusions and Recommendations,
describes our preliminary cost understandings and
organizes the desired scope of work into feasible phases.
The report ends with suggestions to expedite project
implementations.
Volume II, bound separately, is comprised of core documents
that form the reference materials for the full study, including
the Facility Assessment Study, the meeting notes from all
the meetings held during the two charrette workshops in
Mason City, the conceptual design cost estimate, and project
correspondence.
